A 403 error [1] means the server (Databricks, in this case) recognizes your user (i.e., you were able to authenticate), but that your user doesn't have sufficient permissions to access the requested resource. Check the permissions for your user on the Databricks side (not in Stardog) and see if something is amiss.
[1] A 403 is not to be confused with a 401 error. The latter occurs when you send the server invalid or no credentials, so you're not able to authenticate.
