A quick check you can run when you get this error is to try to perform the action as a superuser. If a superuser can perform the action and another user can't review the permissions that user has.
You can do that selecting the lock icon in Studio or by running stardog-admin user permission

This error occurs frequently with named graphs and virtual graphs because the permissions for those resources can be counterintuitive. Review our documentation on those subjects (named graphs, virtual graphs) to see if you have your permissions set up correctly. Note, if you enable named graph security at the server level, this will override the database-level setting you have for named graph security.
If you're still not able to perform your desired action, send the list of permissions in a support ticket. You can see the list of permissions by saving the CLI output to a text file or by taking a screenshot of the Security tab in Studio. See here for how to do this.
